What is YSR Rythu Bharosa
Introduced in June 2019, the “YSR RYTHU BHAROSA” scheme stands as one of the nine Navratna welfare initiatives. Benefits

The state government contributes ₹7,500, while the central government, under the Pradhan Mantri Kisan Samman Nidhi, contributes ₹6,000. Final confirmation is carried out by the District Collector, assisted by JDA before the data is uploaded to RTGS.
- A verification process includes 5% random verification at the Mandal level and 2% verification at the Divisional level. A Deputy Collector rank Officer is designated to supervise the entire process for each Assembly Constituency.
- The Department of RTGS serves as the System Integrator (SI) by integrating different data sources such as wetland, households (families) data from the Praja Sadhikara Survey, CFMS for data related to Government employees, pensioners, income tax, etc., adhering to exclusion parameters.
Eligibility Criteria for Land Owner Farmer Families:
- The scheme extends its benefits to all landholder farmer families who collectively own cultivable land, irrespective of the size of their land holdings, receiving ₹13,500 per annum per family as per land records, subject to exclusions.
- Farmer families cultivating under ROFR lands and D Patta Lands (duly incorporated in the relevant records) are eligible for benefits under YSR Rythu Bharosa.
- Farmers cultivating acquired lands for which compensation was not paid are also eligible for benefits under the scheme.
- In the case of joint holdings, the benefit will be transferred to the bank account of the family member with the highest quantum of landholding.
- In instances where the quantum of cultivable land owned by two or more individual family members is the same, the benefit will be transferred to the bank account of the elder or eldest member, as applicable, within that farmer’s family.
Eligibility Criteria for LandLess Cultivators:
- The tenant farmer or family member should not possess any Agriculture, Horticulture, or Sericulture Land in their name.
- Support will not be provided for lease agreements within the family.
- The minimum area required to be taken for lease by a single individual landless tenant is as follows:
- For all Agriculture, Horticulture, and Sericulture Crops: 1.0 Acre (0.4 Ha)
- For Vegetables, Flowers, and Fodder crops: 0.5 Acre (0.2 Ha)
- For Betel Vine: 0.1 Acre (0.04 Ha)
- Regardless of the size of the holding, the benefit will be extended to only one cultivator per landowner family with whom there is a lease agreement.
- Only one tenant/cultivator belonging to the SC, ST, BC, and Minority categories will receive benefits along with landowner farmers. In cases where there are multiple tenants on a single landowner’s property, preference is given to the ST tenant for financial benefits, followed by IC, BC, and Minority tenants, in that order, as per the existence of such categories.
- In Tribal areas, only tribal cultivators/tenants are recognized according to the statute.
- A landless tenant/cultivator with multiple lease agreements is eligible to receive benefits as a single unit.
- Lease agreements between landless tenants/cultivators and marginal farmers residing in the same village will not be entertained.
- Cultivators/tenants working on lands owned by excluded categories are eligible for benefits under Rythu Bharosa.
- Tenants cultivating Inam lands/Endowment lands will receive benefits based on recorded evidence available with the Department of Endowments.
Identification of Landless Tenant Farmers:
Generating widespread awareness about the “Crop Cultivator Rights Act 2019.
Facilitating Grama Sabhas at the village level for the identification of landless cultivators/tenants, involving field functionaries from Revenue, Agriculture, Village Volunteers, and Village Elders. This process includes conducting ground-truthing through Field verification and reasonable inquiry to establish the cultivation claim of the landless cultivators/tenants.
Educating landowners about:
a) Ensuring the security of land ownership rights.
b) Clarifying that there is no possibility of legal suits, prosecutions, or other legal proceedings arising from the agreement.
